Job Description:
ROLE PURPOSE: Save the Children Jobs in Afghanistan 2022 AcbarJobs in Kabul
Save the Children Afghanistan is currently scaling up and consolidating its Health and Nutrition programme portfolio, to deliver a comprehensive primary healthcare and nutrition services in support of child and maternal health outcomes, and to address the malnutrition crisis.
Under the general direction and guidance of the Senior Health and Nutrition Technical Advisor, the Health Specialist will ensure all SCI Afghanistan Health programming is of excellent technical quality, attracts significant donor funding and contributes to national and global learning, advocacy and programme development.
The post holder is expected to provide technical advice and support to project staff to ensure health programme objectives are successfully achieved for Maternal Newborn Health, Sexual and Reproductive Health, Child Health, Communicable Disease Prevention and Control, Infectious Disease Surveillance & Response, and Health Promotion. The post-holder will also contribute to the development and review of the health programme direction including expansion to Community Based Health Programming, support to static facilities and Health System Strengthening.
To ensure cross-sectoral integration and program coherence, the Health Specialist, in coordination with Senior Health and Nutrition Technical Advisor, will work closely with other technical advisors and MEAL Unit on building capacity and knowledge to achieve the Survive breakthrough.
KEY AREAS OF ACCOUNTABILITY:
SPECIFIC DUTIES
Thematic Area Leadership & Strategic Planning
- Under the leadership of Senior Health and Nutrition Technical Advisor, supports the country office’s strategic direction on Health based on the evidence gathered ensuring integration of Save the Children’s theory of change, common approaches, strategic goals and best practises in the strategy and programme delivery.
- Regularly and pro-actively analyses the health situation in the country and feeds this into the country office’s assessment and planning process upon which to design and improve programmes.
- Identifies opportunities for innovations based on evidence and utilise these evidence-based results when designing health programmes.
- Actively participates in global and regional Save the Children discussions on health programming, ensuring that country office priorities are aligned with the global initiatives and best practises or areas requiring further support are pro-actively shared.
- In collaboration with the Senior Health and Nutrition Technical Advisor, review the short- and long-range plans for delivery of project services, and provide guidance to the Program Implementation staff, MHTs and/or local partners to improve planning, management and delivery of quality services for various Health and Nutrition program components.
- Provide technical support to program implementation teams consistent with international and national standards and ensure that program design and implementation creates no harm in the communities, promotes human rights and has positive impact.
- Actively support the participation of beneficiaries and communities, particularly those most vulnerable or at-risk, in all stages of the project cycle wherever possible and appropriate.
Programme Development
- Supports the design of quality health proposals and technical budgets, coordinating with other technical and implementation staff.
- Ensure proposals meet SCI and sector standards and are in line with strategic goal and SCI approaches.
- Build on technical knowledge, evidence, research and current/previous programming to lead the development of innovative proposals and programmes in close coordination with other teams.
Programme Quality and Effectiveness
- Serves as the lead technical resource in innovative, creative and sustainable programming on health including Maternal Newborn Health, Sexual and Reproductive Health, Child Health, Communicable Disease Prevention and Control, Infectious Disease Surveillance & Response, and Health Promotion.
- Builds the capacity, knowledge, understanding and confidence of field teams and partners to achieve the required quality standards in health work by developing, adapting, and sharing relevant tools, designing training modules and supporting the implementation and understanding of quality benchmarks including on the job technical mentoring.
- Support evidence-based learning for programme development, innovation, improvement and advocacy, including technical inputs into health assessments.
- Work closely with the Monitoring, Evaluation, Accountability and Learning (MEAL) team to ensure quality MEAL systems and frameworks for health programme are in place
- Ensure accountability is considered throughout the design and implementation of the programmes especially in terms of child safeguarding as well as ensuring child participation in the design, implementation and monitoring of the programmes where possible.
- Ensure Medical Services principles, procedures and tools are followed by the health and nutrition programmes, including the Clinical Standard Scorecard implementation.
- Support with medical audits as well as medical incident reporting management.
Cluster representation and networking
- Represent SCI at the Health cluster, as well as at the Reproductive Maternal Newborn Child and Adolescent Health (RMNCAH) Working Group; sharing ideas, updates and advocating for action where necessary
- Develop and maintain appropriate coordination mechanisms
- Participate in relevant working groups, task forces, seminars and related fora in the thematic area; and among donors, UN agencies, International NGOs, and national and sub-national government counterparts in coordination

Job Requirements:
QUALIFICATIONS AND EXPERIENCE
Essential
- Minimum University degree preferably in public health, medicine nursing or any medical related field with at least 3 years of experience in health technical advisory and/or managing health programs
- Relevant education degree
- Familiarity and experience with globally-accepted standards and practices on health such as Clinical Standards, Minimum Initial Service Package (MISP) for Reproductive Health in Humanitarian Crisis, Safe Motherhood, Integrated Management of Neonatal and Childhood illnesses (IMNCI) and Equity for Women
- Proven ability to develop high quality concept papers and project proposals.
- Communication abilities with various levels of health stakeholders – from decision-makers to field level practitioners.
- Has proven skills in program development and design, training design and delivery, and community facilitation processes, and networking and influencing
- Excellent oral and written communication English skills; Able to articulate ideas and concepts clearly verbally and in writing
- Computer literate and adept in the use of MS Office software (Word, Excel, PowerPoint)
- Highly organized, with good attention to detail and developed ability to prioritize multiple tasks to meet tight deadlines and organize work
- Willingness to travel and spend time in SCI project sites across different Provinces at minimum 50% of the time
- Understands and believes in Save the Children’s mission and vision; commits to its objectives and willing to adopt Save the Children’s methodology and framework.
Desirable
- Knowledge of Cash programming and MHPSS is highly desirable
- Experience in promoting children’s participation in programme design, implementation and evaluation.
- Knowledge of infectious diseases surveillance and programming
